master layout prints but doesn't show when looking at screen

This problem seems to be following me from project to project? All layers are on all filters are on ...doesn't show on screen but prints? Any ideas why or has someone come across this problem?

It's an 'onscreen view option' - change via toolbar, or menu (attached screenshot)
