I used to be able to publish a dwg from publisher using the single file option under the settings. Now the only options I have are BIMx and PDF. Do I really need to save each file separately from the view map? Or is there a way for BIMx to be used by collaborators who need DWG format? I've looked at all the answers for this and none of them work anymore. The option seems to have been removed from publisher.

These are the only options available to me. By root folder, do you mean in publisher? There are no schedules in this folder. Attaching my root folder for Publisher.

What version? 28?
DWG and all other formats are still there. But you can only set the root folder of a set of drawings (cloned or otherwise) to a format that all included drawings/schedules can use. For example, if a folder has only floor plans, then clicking the folder, you'll find DWG and everything else under Format. But if it contains a Schedule, that can't export as a DWG, and so you won't see DWG as an available export option...for the folder... you'll see PDF, DWF whatever. In that case you have to shift click to select just the drawings and can then select DWG for them. Not sure if this makes sense without screenshots?
Maybe you can give a screenshot of where you have the problem.

Multiple issues in your screenshots... It seems you've forgotten how publisher works, as it is really the same as in the past. In your publisher set, you cannot set it for a single file and DWG... as you actually want to produce multiple DWGs, one for each section. So, you need to select create a real (or flat) folder structure for the output. In your second screenshot, you have the "Format" panel closed (triangle pointing to the right). Open that.. and you will see that, once you have asked for a folder structure (multiple output files), within the Format panel you can choose DWG... you will likely want to shift-click on all of those sections to change them to DWG all at once.

"Create single file: Save the entire Publisher Set to a single file. The available formats are PDF and BIMx Hyper-model."
With a file structure, you can select the desired format - screenshots of the format panel:
