Orientation is no longer orthogonal when working angle unit changed to surveyor's unit

When I go to Options/Project preferences/working units and change the Angle Unit to Surveyor's unit then the orthogonal orientations are no longer available. On any other Angle unit, it is fine. What is happening?

The elements in the view don't rotate relative to the new orientation. When I try to enter a new property line due north it is off by 43+ degrees. It does this in all views and independent worksheets.

I think the angle value displayed there is influenced by the direction of North.

Check the value in the "North Angle" field of the Options > Project Preferences > Location Settings Dialog.
