When trying to add an opening to a roof plane, Archicad 28 does not appear to allow you to place it within the roof plane when in plan view. It only allows you to place an opening in plan view if you have your cursor hovering on the roof edge.
Is working fine in 3D.

It seems that when the roof is above the floor plan cutting plane, there is no surface - i.e. even the quick select magnet does not select the roof by clicking within the roof perimeter.
In 27 you can select the roof even if there is no cover fill and the roof is above the FPCP.

As a workaround for now.
Select the roof and hold the space bar (quick selection) while placing the opening.
We shouldn't need to do this of course.

It seems there is no change to the way roofs work.
It is the same as always.
It is just in my files the roofs are set as 'outline only' and that allows the quick selection to work.
In the default template I was testing the roofs are set to 'Projected with Overhead' and the quick select does not work if the roof is above the FPCP.
Having the roof as 'outline only' solves the placement of opening problem as well.
Just shows how you get used to the default settings in your own files.
