Hi the specs of your machine look easily ok. Major slowdowns under 10 I also get (to the point where I cannot even select multiple objects in cross sections) - and also sometimes under 11. I also get 2D graphic corruption if two sessions of AC11 are in use - but not this blinking phenomenon (I am assuming you arent just seeing screen regens or guidelines appearing & disappearing?)
If the same phenomenon was seen on two entirely different machines, one is forced to conclude either this is an extraordinary coincidence, or that there is something about the project or libraries or add-ons in use, or possibly there is some common service or driver or other installed software on both machines that is interfering somehow. If you tried on a genuinely fresh install of windows , you should eliminate that last possibility though.
To test the most likely scenario first - unload ALL your own & others libraries and add-ons, save the project in that state and exit. Reboot windows before restarting & testing again. before loading ArchiCAD unplug the internet, and disable virus checkers & everything background process you can that is not a critical system process.
Libraries & addons can have a significant & unpredictable impact on performance/behaviour for less than obvious reasons. Load only default GS library, making sure the library path is to the correct version. If problem now gone, gradually reintroduce your other libraries one by one, until problem happens again.
If it happens even using only default GS library, don't test using your current project - especially if it was created in an earlier AC version.
Instead create a fresh blank project after doing a "New & Reset" and use defaults for everything - use the multiply command to copy lots of elements around to make it fairly complex/realistic.
With all of the above done, do you still get the flickering? and only in ArchiCAD? If so, we are drawn back to hardware...
If you can play current 3D games without a problem I would guess your graphics card & PCIe bus are ok in themselves, but to test for compatibility issues you could try swapping hardware - eg try another graphics card on your motherboard, then your graphics card on another motherboard
Try a different video lead to your monitor, and try a different monitor if your whole display is flickering
All very time consuming, but sounds like you will need to be methodical to narrow the culprit down.
