cant access program although app says it is open.
what am i missing? does this license expire?

No, commercial licenses never expire. But, you are running Snow Leopard on your machine, which requires a different WIBU key driver than was shipped (years ago) with 11.
Quit AC, unplug the key, download and find and install the correct new driver here:
http://www.graphisoft.com/support/archicad/downloads/WIBU.html
