The bug ID doesn't tell us exactly what the problem is in this case, but at first glance it looks like it might have something to do with your license. If you have a student/trial license, try to reinstall ARCHICAD and see if it runs without a license (in demo mode).
If you have a hardware/software key or a license server, then remove the key/unplug from your network, and see if you can start in demo mode.
If it runs in demo mode, then it is probably a licensing issue, and you should contact your local support team to sort it out. They will probably ask for
a cmdust log.
If it doesn't even run in demo mode, then there could be a more severe issue. Make a note of how far the startup gets (the grey empty window; the picture of the signature building; or you can even select that you want to start a new project?), and contact your local support team with that info.
