Cant install MEP modeler on archicad 18

help i cant install mep modeler on archicad
it displayed this error even though the app is not running
im running windows 8.1

What happens if you restart your computer, then try to install MEP Modeler as the first thing you do? At that point ArchiCAD is definitely not running.
