There is no ArchiCAD setting to do that. Have you checked your GPU drivers? Maybe it has something to do with scaling, as it looks like you have like 200% scaling active...

Is it just Archicad or are other programs affected too?
If it is just Archicad, are you running the latest update?
If other programs are affected, do you have a Windows Theme that is affecting the menu colours?
