I'm guessing that there is some 3rd party library part in the model, and that whoever wrote that part used some funky copy protection scheme that requires a license in the txt file. Total guess.

Thanks Karl,
I don't think is a library part because this project use only archicad standard library out of the box. My thought was about the store front but I am not sure.
But is annoying every time I tried to regenerate a Sect. or a 3d view this wind. comes up.
I hope somebody can found an answer.

Any 3rd party add-ons? (Cadimage, Cigraph, Encina, etc.?)

I can say categorically that it isn't anything from Encina. I've never seen an error with a similar message either. Could it be related to a localised library part? Which version do you use, i.e. is this only in AC13?
