Help! Loaded Add-ons don't show in menus

I do not see already loaded Add-ons in the menus. I was seeing and using them several days ago. In the Add-on Manager they are marked as loaded.

Just to test it with other add-on I loaded Profiler (which was nt loade before) and it's the same.

It happened here as well , we had to go to work environment , and
reset the scheme we were using in tools , command layout etc.
