AFAIK the redlining options are for DWF only. So the question becomes why are you not getting any information when saving as DWF?
Have you tried a fresh publish? Like publishing to a different location, or simply deleting the original published documents?

Other files without an image publish fine with the PRWE. I guess it doesn't like including images with the primitives.
