open a 4.5 project

I am trying to open a project that was completed in version 4.5

What is the latest version of Archicad that will allow me to do this?

As far as I remember, there used to be a 4.5 to 5 converter ...

Check Archicad Wiki, there is a topic on backwards compatibility.

I was able to open an ArchiCAD 4.1 file with ArchiCAD 7.
