The other day we had an office wide design charrette in AC and a lot of bad library practices and old objects slipped in. I went through and cleaned up the libraries, we had both the new AC28 library packs and monolithic library loaded, now it's just down the library packs.
However, the 2D MVO appears to have been broken. There is MVO options no longer populate and you can see the behind the scenes integer that the GDL is using. I know this means some macro is broken but I have deleted and replaced every known library in the project but that did not fix it. I also tried saving a solo file and repairing but that did not fix it either. Copying the model elements into a new project does seem to fix it but I'd like to avoid that if I can. Has anyone ever seen anything like this happen?

I did manage to fix it by doing a wipe of all the libraries on our BIMcloud server. I had to remove every single library pack and then reupload them. I had previously tried updating every pack but that wouldn't fix it, it had to be deleted entirely then replaced.

Do you have any custom libaries loaded or objects in the embedded library? If multiple objects are loaded that have the same GUID, it can will sometimes result in neither loading or one that is incompatible with the original parent to load. If you do, duplicate your file then try unloading them to see if you can isolate if any of them are the cause.

All of our templates are designed to start with the new global library packages, someone had loaded the old monolithic AC28 library. I had to manually replace a few object but then removed that monolithic library.
We use the USA version of archiCAD, and I had also loaded in the INT doors and windows because the USA pack does not include the new multisliding door.
I only have one object in the embedded library, a bicycle.
The issue seems to persist even when I the absolute bare minimum of library packs loaded. I've also just heard from a coworker that apparently this is now happening in yet another file...
