Drawing Title Scale

The attached example uses the "NCS Drawing Title 17" title, but I think it applies to all title objects and is nothing new.

I have never understood the random spaces (see red arrows) on each side of the "=" character. For me, I don't want any extra spaces.

As shown, the spacing varies depending on the drawing scale in some random manner.

1) Can GS please program this out?
2) And/or can someone (GS or otherwise) explain exactly how to fix this?

I'm facing this issue as well. I recently created a custom drawing title that works great except for the odd spacing in the scale text. It really looks funny on our drawings and I'd like to find a solution other than going back to our old method of using line drawing titles. Can it be fixed by changing part of the script? Others must have encountered this issue. Has anyone found a solution? I'd appreciate any suggestions.
