If I save a file from 8.1 and have created library parts, and put it on another computer, how can export the library parts from the computer that the file was created?

If I understand your question,
you need to "Save as"->Archive.
This will save the project and all the library parts
used in the project as one package with the file extension *.pla.
This .pla file can be moved to another computer and opened
and all of the library parts will be there.
