I'm having problems with the tool to convert favorites, is there any tutorial?

The conversion works the same way in all language versions. Could you please provide more details about your exact issue?

After the failure I downloaded the INT version of AC and it worked perfectly. But I can use the favorites converted because then I have a mix of ING and POR language.

The library package developer documentation is on its way too, it can be expected in the upcoming weeks.

The Favorit Converter video is a bit late, it can be expected in the upcoming weeks.
In the meantime you can use this documentation to see how it works. It has lot of screenshots to make sure that the workflow is clear. The video will show the same just in video format.

Thank you for the further info. To have a clean start, may I ask you to delete the files and folders you show, then extract the ZIP file again to a different location, and from there manually add the add-on in to the add-on manager? We could reproduce this error by deleting the libpart_pairs.csv from the favorite_converter_data folder, so probably your file arrangement got mixed up during multiple tries.
And indeed the result of the converter is independent of the language version of Archicad, so you can use the ones generated by INT. Because it doesn't use data coming from Archicad, only data from the folders and files next to the add-on.

Yeah, agree with you on this and am not sure if the converter really does work? Does it also have any difference migrating an Archicad 27 project over to Archicad 28 and then from there you export the favorites, seems to work since am rebuilding it also... Any thoughts on this? Thanks!
