How to load Libraries with help of .xml file?

I'm doing all exactly as described in AC9 Documentation at: Getting Started > Installing ArchiCAD > Installing ArchiCAD with Company Standard Default Settings.

1. Am coping "Default Libraries.xml" from "C:\Documents and Settings\Administrator\Application Data\Graphisoft\ArchiCAD 9.0.0 INT R1" to Project Folder (Next to projectname.PLN file)
2. Renaming "Default Libraries.xml" to "projectname.xml" (to be identical with .pln or .plp filename from same folder).
3. Editing "projectname.xml" for Library Locations.

AC runs, but libraries from .xml aren't loaded!

Am I doing somthing wrong, or this known/unknown bug?
