Stretching 'Railing Vert. Straight' turns off snap to grid

When I stretch the object Railing Vert. Straight my snap-to-grid is turned off. I have not noticed this in any other object so far. I am working with the US version, llatest updates to the program and library. Any idea what can be going on?

The same object will displace vertically by its 'B' dimension when I stretch A. The code must be needing some updating I guess.

Yes it displaced vertically by B for me too.
notice the strange place for the rubberband when stretching
