Apparently I was making it to hard on myself while I quickly dug a deep rut.
To create a new lcf file, all you need to do is load the libraries , for example I loaded the unpacked construction library in addition to the standard AC10 library.
Don't waste time placing one instance of each as if for a pla.
Go to file,
libraries & objects
create container.
A "Create Library container" window will pop-up
highlight the loaded library you want to create an lcf for and click on the 'create' button. You will asked to name the file and choose its location. It automatically chooses the lcf file type.
Trying to do it like a pla is where I messed up and ended up including multiple instances of master_gdl...
