"Wood Plastic Windows 81" vertical stretch issue

Is it just me or has anyone else noticed that all the window objects in "Windows 81/Wood Plastic Windows 81" don't stretch vertically by default???

I figured out that you must go to the Custom Settings/Sill tab and uncheck the "bottom Frame @ Sill" box.

I assume this was just an oversight or is there a reason for this?
