Which version of ArchiCAD?
In 21 / 22, you should be able to save your railing in 3 parts, aComplex Profile for the handrail, a Railing Post and a Railing Panel . Each of these can then be selected in the relevant parts of the Railing Tool .

For the railing post (this includes balusters), you 'Save Selection as Library Part'.
For the toprail, handrail and other rails you use a complex profile.
