I have a commercial license of Archicad on my iMac. Do I have to buy a new one for Archicad on Windows to use it on my laptop?

Not with a commercial license.
If you have a hardware key, just transfer the USB key between machines.
If you have a software key, you will have to upload it back to you license pool and then download it on the machine you want to use.

I don't use software keys, but I believe you use License Manager to download the software license to your machine (Mac or windows).
Then when you are finished with it you must return it to your license pool, so you can then download it to your other machine (Mac or Windows) using License Manager again on that machine.
A software license can only be loaded on one machine at a time.
