That same bug is on the Mac but is only a graphic bug. If you actually place your curser in the window and click to change it it will actually show the proper distance and allow you to change it. It then reverts to showing it as 0 but it is correct on the dimension.

On PC it allows you to change the value in the Info Box window, but this does not change the dimention!

Looks like you've found a bug alright.
As an associated tip, did you know that if you are in the dimension tool and shift select either the entire string or just a dimension node, then click on the dimension chain (mercedes symbol) you can dynamically change the custom witness line length? Same for Dynamic Height. You can also use your coordinate box or tracker to input exact distances.
