Every user logged into you machine will have their own user profile.
Are you sure you deleted the preferences from the correct profile? (i.e. not just from 'default user' profile).
Also (possibly depending on your OS) there are 'local' and 'roaming' profiles and some sections of the profiles are in hidden system folders.
You need to make sure you are deleting the correct files.
And as Minh suggests, a screen shot of the error message will be helpful.
