matthew lohden is somewhere in your area . . .
templates are a very specialised breed: people don't realise just how much goes into them (particularly directors who have little involvement with CAD anyway), and how long they can take to set up. and once all that is done you'll have to train staff on how to use it in order to get the most of of it. that may require thoroughly teaching completely new working methods . . .
