Cannot draw!

As I open a brand new file the program doesn't allow me draw any lines or walls and the magic wand appears enabling me to do anything. I used a default profile, uninstalled, tried it again and it still doesn't work. I don't know what to do, can someone help please?

no tool works at all?

Does anything else works?views, layouts and so on?
