Before 17 it simply used to be the reference line of the wall.
Now in 17 (and on) it is the outside face and not actually the reference line.
You can now place a wall by setting the reference line to the 'Inside Face' which will give you exactly the same wall but with the reference line on the inside skin
You also have options to place the wall with the reference line at the centre and also outside/inside/centre of core skins.
So by default that first (top) skin in the composite settings is the 'Outside Face' of the wall and as long as you have your wall settings showing 'Outside Face' for the reference line then this is exactly what you will get.
Maybe it should have been called 'Main face' and 'Secondary Face' so when used internally in a building or as a single wall (fence) there is no confusion.
