Im sure this has been asked before but I could only find a few references that didnt help me. Is there a way to make your walls already have the double top plate and sill plate when you cut a section. Is done through the complex profile manager? Any help is great....thanks

Yes you can do this with the complex profiles. To get the crosses in the plates you need to make triangular fills with different names so they don't clean up automatically in section.

Just to emphasize to use the technique Matthew describes above and NOT the technique used in the sample stem wall with plate included in the US default template.

To create a plate, draw an appropriately sized rectangle. Then use the break command, snapping on opposite/diagonal corners. Repeat the break command two more times. The result will be four triangles. Change the fill of two opposite triangles to be different, and the result will show up as an x-plate in section, and yet will still only produce an object with 6 polygons. (The crazy method in the US template generates many more polygons. Ignore it.)
