You can almost get it for 3D with the "NCS GFCI US 25" object, if you make the Test and Reset buttons white. Unfortunately, the elevation will still show it as a GFCI Decora. outlet.
This is just one of the simple localization things we could have gotten in the AC library 22 years ago with less effort than it takes to install a single outlet, if localization for the North American market was even slightly interesting.
