In your fill settings if you make the fill "Scale Independent (Paper Space)" then the fill will remain exactly the same size regardless of the scale - it will always appear the same when you print it. The fill hatch pattern will remain the same size and your model will get bigger or smaller as you change scale.
If you make the fill "Scale with plan (Model Size)" then the fill hatch pattern will resize with your model as you change scale. This is ideal if you want to depict say timber planking 100mm/4" - the hatch will adjust to represent that size as you change scale.
Also make sure you have the Vectorial Hatching button selected as otherwise you will be seeing a bitmap hatch which is not a true representation of your hatch pattern and will not scale at all.
You should always draw you details at the scale you want to see them.
