Element Labels move in layout

This issue/potential bug started in a TW2 project and continued after I saved as a PLN file during troubleshooting.

For this project, we used the curtain wall tool to design many variations of storefront windows. Each various storefront "window" has an unique ID (SF-1, SF-2,...) for scheduling purposes. To keep the model intelligent, I have labeled each storefront curtain wall/window by checking Label Elements in the which shows the ID in elevations.

At some point after placing elevation views onto our layout sheets, the element label had shifted to the right. If I open the elevation view, it will show the label in the correct position. I have tried everything I could think of - replacing the drawing view on layout sheet, toggling between auto and manual update, deleting the label and re-labeling, and even placing a new elevation.

I have attached an image showing the source elevation view with label in correct position next to the linked layout sheet view showing the label in the incorrect position. This issue occurs in other select elevation views as well and has been noticed at different random times.

Is this a bug? Has anyone else experienced this issue? I will hope for a work-around or solution before I replace all the labels with dumb 2D text. Thanks!

I notice in your screen shot SF-16 didn't move. How is it different from SF-17?

Other than positioning and curtain wall configuration - I have no idea what other differences there could be. When I labeled them initially, I took a real quick approach by selecting all applicable storefronts at once and checking the box "Label Elements". All the labels appeared correct and I then proceeded with positioning them to my preferred location on the elevations.

At first, there were only like 3 labels that were off to the right throughout all the elevation views. For a quick solution, I dragged those 3 labels to the left where it would be shown incorrectly in the elevation but correct in the layout sheet. Since then, more labels have shifted to the right. I don't know if this would be some kind of random activity going on without my knowing or if some sort of modeling work are causing these to shift.

On a side note, when I click on the elevation view in the View Map, it will show the label in the same incorrect position as the layout sheet while it is generating the view and then show it in correct position after completed.

With this post, I've attached my label settings for the Curtain Wall Tool in case someone sees any flags.
