How can i convert a 2D element into a 3d Solid.

for a solid block with a height above finish floor (like for an odd shape ceiling element or a countertop), you could use a slab tool.

Set your heights, and pick on of the edges of your 2d polyline with the magic wand. you can also click inside the boundary. To activate the magic wand quickly and easily, hold down the sapce bar after you've selected the tool you want to draw with.

Magic wand can also trace an edge like that using the wall tool to make an enclosure. And it works with the 2d drawing tools as well.

You already got an answer from Wes; however, bear in mind that magic wand is useful for not only converting a shape into any other polygonal tool shape and/or wall enclosure, but also for offsetting - use the offset or multiple offset modifier from the Control box - where you can input the offset distance graphically or numerically, by specifying r+ or r-.
