Drag your image file into your floor plan window (or use the figure tool). Then use the Resize tool with the graphical method selected. NOTE: You must have a known dimension in your image file and use it with the Resize tool. HTH.

He means drag and drop. If you're on a PC, you can drag it and hover over AC on your taskbar until AC opens, then drop it into the floor plan. This will bring it in as a Figure.
I would be more inclined to bring it in as a drawing, as it gives basically the same resizing options, but can also keep a live link back to the original. This way you can replace the original with any updates and it will update in AC.
To use this method simply try placing a drawing with the drawing tool, and choose the image when prompted. Once placed you can scale it either using the drawing's settings or via the Resize command.

Just slow down a bit and read the instructions.
Use the drawing tool in your tool box. Click on the floor plan and when prompted, Link To your scanned image. Make sure the Files of Type at the bottom is set to All Images or All Available Types.
Play around with it.
