I cannot make the New Mesh Points box appear

I have done contouring of my mesh before. I have clear instructions. For some reason this time (after selcting the mesh and then the mesh tool) when I hold the space bar down and hover then click on the spline, the splines join into a loop. I also don't have the the New Mesh Pints box appear. Any ideas?

@lynden , maybe the splines are extending out of the mesh boundaries, or they are so close to each other so try to zoom in enough to select only one spline.
