I don't understand Hide other's layer. Is this normal?

I'm trying to adjust the hotlink file to the quick layers, but Hide other's layer turns off all layers. Is this the correct symptom?

1. hide selection's layer is

A hotlinked module exists in a single master layer.  So, yes, turning off “other layers” would turn everything else in the project off….assuming you followed best practice and put the hotlinked module in its own unique master layer to control module visibility.
