You will need to install all versions from 13 to 23 and open the file and do a save-as to previous version in each one since AC only can save to one previous version. Open in 23 save as 22, open in 22 and save as 21,…
You might lose information along the way like from 16-15 when Morphs were introduced IIRC in that case prior to the save you will need to convert all Morphs to Objects.
The other issue you might encounter is the ability to install the previous versions, for example if you are using MacOS 10.15 you can only install 22 and 23 since 21 and before might not run.
FYI AC13 came out in 2009 and there has been a lot of changes in the last 11 years.
