New & Reset vs. US Startup 9.tlp

The attributes (specifically Fills & Materials and there numbers) of a New & Reset and different from those of the US Startup 9.tpl.

If I wanted to follow so standard so that the materials and fills of AC Library objects and even maybe 3rd-party objects were close to correct, which attribute list should I follow?
