It's a TAB bar for navigation, brand new in AC19. It can, apparently, be turned off (mentioned by Laszlonagy in the next page of THIS THREAD but I am unsure how. We have the AC19 disc but have not installed yet. I would imagine it would be under Work Environment somewhere.

Alas my work environment turns it off
and I have searched again to no avail in finding a way to turn it on for my WE setup
I actually downloaded AC19 before the disc even arrived in our Office
so im ahead of the game very slightly

It is not a setting in the Work Environment as such (i.e. in User Preferences) but it is a new setting in the WINDOWS menu.
So if you are using and old Work Environment imported from an older version you may not have this command in the menu.
You will either have to apply the default 19 WE or add the command to your menus in your old WE.
Barry.
