Notes

I am starting to compose notated elevation/section/detail drawings. I would like to make the notes (not door/window/wall tags) associative to the object/wall/window/door it is pointing to. I would like to do this so if we change the model the notes will move accordingly. I would prefer not to go back and move the notes if possible (automation, whee).
Is this possible?
What tool should I use to do so if it is?

It would be really nice.... but no.

The Label tool kind of does, but it has very limited applications (usually for element IDs).
