I cant find offset at all on my computer. Which is strange because others here have it. I heardyou press 'o' to also enable offset but that does nothing either. Is it on the recent patch?

Th Offset Tool can be made visible by activating the "Control Box' pallette from The "Window" Menu.
Once you can see it on your screen, ask someone in the office to show you how it works.
Cheers!
