Trying to create a "snaky" walkway. (Offset tool and magic wand don't seem to work with this.)I do not think it does work, you can magic wand a spline with the arc tool, this will produce a close approximation of the original spline.

Correct, you can't "Offset" a "Spline" with the Spline Tool - only the Curve/Arc Tool.
Splines depend on vector directional user input at each vertex during creation.
It would be nice though to able to offset a Spline with a Spline. That's one for the Wishlist.

There's been several times I've _really_ 'looked for' an 'offset' tool ... one work-a-round (mebbe worthwhile for some situations;
This is from memory but should explain the principle?
Magic wand a bendy wall to the spline. Save as dwg. Open a blank S/E window. Merge dwg. Kill duplicates. Copy / paste.
Not as complicated as it sounds but 'oh for an offset' ... and sometimes walls have 'problems' with sharp corners!!
