What is incorrect about them?
By the way, the Partial Structure Display setting is viewpoint-specific. You have to set it again for the 3D Window.
I guess the reason is because it is stored with Views so GS guys decided that it has to be set separately for Floor Plan and other viewpoints. I know there was some debate about it during its development and this was the final decision.

The illustration and question does not seem to have anything to do with partial structure, but rather with 'Why are the skins not visible in 3D and in the 3D Document?'
Skins (components) are only visible if the element is cut...and only in the 3D Document captured from the 3D view - the skins/components are never visible in the 3D view (internal or OpenGL).
