I have had no such problems so it's hard to guess what is wrong.
Be sure you are entering the surveyor's unit correctly. They are a bit more finicky than most. The simplest way is to type the first letter (N or S) followed by the number of degrees (if none then 0 must be used as a placeholder) followed by a space character then the minutes, space, seconds and then the final letter (E or W). Degree, minute and second characters are not needed.
Keep in mind that this angle will be based on your project north setting so if this isn't right the surveyor's units will all be rotated from what you expect. Also remember that N10 15 25E is the same as S10 15 25W only in the opposite direction (ie depending at which end the line starts). I've seen some surveys where the directions are not consistent (ie a mix of clockwise and counterclockwise) around the site which can add to the confusion.

Thanks, I finally found where to set North. and I messed with the options for text entering in the Tracker box, and I was able to replicate what was on the paper survey. My North was set at 146 degrees and thus the strange output.
