Where does the unit format comes from and how can I change it to feet without changing its size?

Maybe this is too obvious but I don't have a point cloud to test: right above the Model Scale dimensions in your screen shot is a Model Unit pop-up list, does this not change the units?

The object is currently the right size, and the units should be feet displayed not meters.

The units in your screen shot are for setting the correct unit (meter, feet, etc.) for the imported file. I don't think there is a setting to change the unit type for resizing.
