make sure you are not using an old work environment... the palette popped up for me, but it take a suspiciously long time (like 3-5 seconds) to pull the palette up.

1. right click on the standard toolbar.

2. select 3D visualization

3. once the toolbar comes out you can select the Photo Rendering Settings

In the end what is your Objective?

In the "Work Environment" Dialog, go to the "Workspace Schemes" page and apply one of the default Schemes, e.g. the "Architectural Workspace 25" Scheme. This will reset the positions of Palettes to their default positions so your "PhotoRendering Settings" Palette should also be displayed normally.
