My stair walking line is pointing towards downstairs in the upper floor and poiting upstairs in the ground floor - how do I change this so they show upwards direction in both floors?

Silly question but why would you want to?
When you are upstairs, you can only go down.
Doesn't it make sense to have the arrow point in the direction you will go from that floor?
Having said that, make sure you are not using the 'built-in' walking line.
Choose another and you should see more options in the Floor Plan Display > Walking Line settings.

It would be a setting within the Walking Line object that you have assigned to your stair.

- walking line arrows pointing up are DIN standard in Germany (and maybe elsewhere)
