Starting a project on a traced imported DWG layout

In order to follow the imported design I tried to "stick" to the lines and intersections on the traced plan imported, but my cursor won't adjust and keeps avoiding the exact intersection. The angel in the pet pallet changes from 90 to 45 to 180 degrees .So it feels like identical polar s of a magnets' rejection. Is there a way to do such operation without having to measure walls and angels? The same inability occurs when trying to lay two imported layouts on each other.

1) Look at guide line settings in the Work Environment.

>Work Environment, > User Preferences > Guide Lines.
Unclick the "fixed angle" option.
Look at the other options also as they are all very helpful or irritating depending on your goals.

2) search help on Snaps and Relative Construction, these will help you snap to 'imaginary" intersections and such.
