I get this error when saving PLA files.

I have to check both in options:

"loaded libraries"
"include properties in loaded libraries"

Why do I have to check both of these and what do they mean?

You should check the Library Loading Report and check for missing Library Parts. There will probably be some.
Make sure to include those in your linked Libraries so that no missing Library Parts are reported.
Then try to save the PLA again.
