Definitely an Add-On from some third party developer, not part of the default ARCHICAD Tool Set.
Which developer? Good question. Maybe CADImage, maybe someone else. The two biggest ones are CADImage and Cigraph:

That's CADImage's Roof Covering tool (3D roof tiles, spanish tiles, ridges, gutters, fascias, etc...).

Are you sure about that guys?
If you look carefully what you can see is that the Roof Tool is currently active in the Tool Box in the screenshot. Also, he has those objects selected so the Info Box shows their settings.
But the red arrow is pointing to a different Tool. What is that Tool?
Looks like a compass or a plumb to me.
